Overview

Work permits in Cyprus fall into several categories depending on your nationality and the type of work:

EU/EEA citizens: Do not need any work permit. You have the right to work in Cyprus under EU freedom of movement. Simply register for the Yellow Slip and begin working.

Non-EU nationals employed by a Cyprus company: Need an employer-sponsored work permit. The employer must demonstrate that no suitable EU candidate is available (labor market test), unless the position is in a shortage occupation or the employee has specialized skills.

Non-EU nationals as company directors: Can obtain a work permit as a director of their own Cyprus company. This is the most common route for entrepreneurs. The company must demonstrate genuine business activity and substance in Cyprus.

Non-EU nationals on intra-company transfers: Employees of multinational companies can be transferred to a Cyprus branch under an ICT (Intra-Corporate Transfer) permit.

Application Process

Tax Implications

Work permit holders who become Cyprus tax residents (183+ days or 60-day rule) are taxed on worldwide income. The tax treatment depends on the structure:

Employment income: Taxed at progressive rates. First EUR 22,000 is tax-free (updated from EUR 19,500 in the 2026 reform), then 20% to 30%, up to 35% for income above EUR 72,000. Social insurance contributions of approximately 8.8% (employee + employer) apply.

Company director income: You can structure your remuneration as a combination of low salary (within the tax-free threshold) and dividends. Under Non-Dom, dividends are exempt from income tax (only 2.65% GHS). This is why the company director route is preferred by entrepreneurs.

The optimal structure: Cyprus Ltd with you as director and shareholder, low salary of EUR 1,000-1,625/month (tax-free), remaining profits distributed as dividends (0% income tax, 2.65% GHS). Effective rate: approximately 5%.

50% salary exemption: Available to employees (not directors of their own companies) who earn more than EUR 55,000/year and were not previously Cyprus tax residents. This exemption lasts for 17 years and can reduce the effective income tax significantly for high-salary employees.

After Approval

Once your work permit is issued:

1. Register for tax: Obtain a TIN and register for income tax. Apply for Non-Dom status if eligible.

2. Social insurance: Your employer (or your own company) registers you for social insurance. Contributions begin immediately.

3. GHS enrollment: Automatic upon social insurance registration. Your 2.65% GHS contribution provides universal healthcare.
