Cyprus Yellow Slip: 7 Documents Checklist (2026)

The Yellow Slip - officially the MEU1 certificate - is the EU registration document for EU citizens living in Cyprus. Getting it right the first time saves weeks of delays.

Here are the 7 documents you need to bring to your civil registry office appointment, based on current 2026 requirements.

The 7 Required Documents

1. Valid EU Passport or National ID Card

An original valid EU passport or national identity card is required. A photocopy is also needed.

Your passport or national identity card must be valid at the time of application. Expired documents are not accepted. Bring both the original and at least one photocopy - civil registry offices typically retain the copy for their records.

If you hold dual nationality, use the EU passport or ID card. Non-EU passports do not qualify for the Yellow Slip process. EEA nationals (Norway, Iceland, Liechtenstein) and Swiss nationals also qualify under the same rules as EU citizens.

2. Proof of Address in Cyprus

A rental contract or property title deed in your name, covering your Cyprus residence.

The address document must show your current residential address in Cyprus. A rental contract signed by both tenant and landlord is the most common form. If you own the property, a title deed or sale agreement in your name is accepted.

The contract should be in force at the time of application. Some offices also accept a letter from a landlord confirming occupancy, though a formal contract is the safest option. The address on this document should match the district of the civil registry office you are applying at.

3. Proof of Sufficient Financial Resources

Bank statements from the last 3 months showing you can support yourself without state assistance.

The financial resources requirement exists to confirm you will not become a burden on the Cypriot social assistance system. Bank statements are the standard form of evidence. The statements should cover your main account and show a consistent balance sufficient for your living costs in Cyprus.

There is no fixed minimum amount specified in Cyprus law - the civil registry assesses whether the funds are sufficient given your personal circumstances. As a general guide, a balance equivalent to several months of reasonable living expenses is advisable. Payslips, pension statements, or investment account statements may also be submitted alongside bank statements.

4. MEU1 Application Form

The official MEU1 form, available at the civil registry office or the Migration Department website.

The MEU1 is the official application form for EU citizens registering their right of residence in Cyprus. You can download it from the Civil Registry and Migration Department website or collect a paper copy at the office when you arrive for your appointment.

Fill in all sections clearly in block capitals. Errors or missing fields can cause your application to be returned. The form asks for personal details, your Cyprus address, your reason for residence (employed, self-employed, self-sufficient, student, or family member of an EU citizen), and contact information.

5. Two Recent Passport Photos

Standard passport-format photos, white background, taken within the last 6 months.

The photos must meet standard passport photo requirements: white or light background, full face visible, no glasses (in most cases), and taken recently. Most photo shops and supermarket kiosks in Cyprus can produce compliant photos on the same day.

Bring at least two copies. Some offices ask for only one, but having a spare avoids the need to return for an additional photo if there is a problem with one of them.

6. Proof of Activity

Employment contract, company registration, university enrollment, or pension documents depending on your situation.

The type of activity document depends on your basis for residence in Cyprus. Employees submit their employment contract or a letter from their employer confirming the employment relationship and start date. Self-employed individuals submit their company registration certificate from the Registrar of Companies or their self-employment registration with the Tax Department.

Students submit their university or college enrollment confirmation. Retirees and self-sufficient individuals submit pension statements, investment income documentation, or other evidence of regular income. Family members of qualifying EU citizens submit the relevant EU citizen's Yellow Slip and proof of the family relationship (marriage certificate, birth certificate).

7. Appointment Confirmation (Where Required)

Some offices require a pre-booked appointment. Check local office requirements before attending.

Civil registry offices in larger districts - particularly Limassol and Nicosia - typically operate by appointment. Arriving without a booking at a busy office may mean being turned away. Check the specific requirements for the civil registry office in your district before attending.

Appointment systems and availability change periodically. The Civil Registry and Migration Department of Cyprus publishes office contact details and appointment procedures on its official website. Some applicants use a relocation support service to handle the booking and form preparation, which can reduce the risk of procedural errors.

How to Submit Your Yellow Slip Application

All MEU1 applications must be submitted in person at the Civil Registry and Migration Department office in your district of residence. There are five district offices covering Nicosia, Limassol, Larnaca, Paphos, and Famagusta. You must apply at the office for the district where you actually live, not the nearest office to your workplace.

The process is straightforward if you arrive with all documents prepared. Present your completed MEU1 form along with the supporting documents listed above. The officer will review your documents, take a copy of your ID, and issue a receipt. You will receive a notification when your Yellow Slip is ready for collection, typically within 1-3 months depending on office workload.

Some districts require a pre-booked appointment, particularly Limassol and Nicosia where demand is highest. Check the Civil Registry and Migration Department website for current appointment availability before travelling to the office.

Common Mistakes That Delay Applications

The most frequent reason for delays is arriving with incomplete documents. Missing a photocopy of your passport, bringing an expired rental contract, or forgetting to fill in a section of the MEU1 form will result in your application not being accepted on the day. You will need to rebook and return with the corrected paperwork, which can add weeks to the process.

A second common issue is applying at the wrong district office. If your rental contract shows an address in Limassol but you go to the Nicosia office, your application will be redirected and you will need to reapply at the correct location. Always confirm your district before booking your appointment.
